create_symref: if symlink fails, fall back to writing a "symbolic ref"

If that fails, you can die(). Signed-off-by: Johannes Schindelin <Johannes.Schindelin@gmx.de> Signed-off-by: Junio C Hamano <junkio@cox.net>
